Milestone ERM: GENI requirements for real-time measurements

Assess and evaluate GENI requirements for real-time user access to measurement data across a diverse set of technologies, to include specifically the optical substrate. Requirements will be openly discussed on GENI WIKI, with working groups and presented at GECs.
