Milestone D Meas: Review all substrate technologies in spiral-1

Review all (optical, wireless, edge compute, etc.) substrate technologies (list provided by GPO) in spiral-1 from a measurement and monitoring point of view.

There was limited information at the time this milestone was due so the systems engineer pushed it out one month. This project depends on information provided in the substrate catalog and it's lack of depth on the topic of measurement capabilities has limitied the depth of information available for analysis.
