Milestone CompSec: S3.c Operational Security Plan v. 0.5

• A plan for handling collaborative incident response for the GENI federation and a recommended structure for a team to provide operational security services. To be reviewed by GPO and interested stakeholders and updated before GEC 10.

Status: Document posted on wiki. Per Heidi's recommendation, the document will be revisited and reviewed after we gain more experience from the Plastic Slices project.
