Milestone CMUlab: S3.a Automate VLAN setup using OpenVPN

- Automate key functions of setting up VLANs using the OpenVPN server. This includes:
- Starting the OpenVPN server on the ops control machine at CMU
- Registering the relevant nodes in the testbeds (private testbeds at CMU or public testsbeds elsewhere)
- Transfering the OpenVPN information to the nodes
- Having the nodes set up the VLANs and enable IPv4 connectivity. Ideally this would be done using a single command that takes as input the nodes that were allocated as a result of separate swap-ins of experiments on each testbed involved, i.e. the user would first swap in experiments on each testbed, and then set up the VLAN infrastructure to connect them.
