Explore and implement mechanisms by which the downtime and risks associated with systems upgrades can be mitigated.

Implement the control migration functionality, which will allow nodes to be moved between separate boss-ops pairs. Evaluate the (large) design space (use of VLANs, DNS, VPNs, etc.) and pick the most appropriate option(s). Complement the code development with a short best practices guide on how to use the feature. Update the guide as experience is gained with the feature.
