Milestone CMU Lab:S2.c IRB approval for broader Homenet user access

IRB approval is required to give users (both CMU users using CMUlab and non-CMU users through federation) access to Homenet nodes, since they nodes are placed in residential areas and can be used to sniff and disrupt regular user traffic. Will work with the CMU IRB to define how and under what constraints Homenet can be used by non-CMU users. Will report back and collaborate with the GENI community on solving this problem in a general sense.
