Milestone CMU Lab:S2.b Define RSpecs for wireless channels

Define RSpecs for wireless channels. These RSpecs should make it possible to get access to the interesting features of both Homenet (where channels cannot be controlled) and the Emulator (where channels can be controlled). The definition will be based on the extensible RSpec model under development at Utah.
